(1) According to rules 3 and 4, if the inspector finds it necessary to withhold any medicine during inspection, investigation or search, he may seal such medicine and hand it over to the owner of the medicine or his representative.
(2) According to sub-rule (1), the medicine owner or his representative shall take charge of the medicine withheld by the inspector, and upon taking such responsibility, the medicine owner or his representative shall pay for it and give a duplicate copy to the inspector.
